How would I create this type of website?

I want to create a membership website that takes a yearly fee, which i haven't decided yet. So in this website, members will be able to track how much xbox they've played everyday (just an example). So they plug in their time into a little simple to use table everyday, that data translates into a simple graph for them to see. That's also tied to a clock which uses a formula to calculate their playing time and their risk of death. There's also a forum for people to help eachother out with their gaming addiction (again, just an example as im not gonna set up a gaming addiction website). So every member has this nice little personal page with all their data, graphs, their goals, all that. So how exactly would I create a website like this? Thanks!
