Ideas for how to stop a bullying gourami?

done the time out in a breeding tank and rearranging it while he's been out of it but seems he just hates my betta - only other tank I have is a 4ft which is a bit big to put the betta in. only other solution is a divider but would rather not as then my plec won't have much room.
