Housebreaking puppy please help?

My 9 wk. old Scottish Terrier puppy refuses to go to the bathroom outside. I have him on a strict feeding schedule per vets advice. About 20 minutes after eating he starts sniffing & circling the floor but when I take him out he wont go. I bring him back in wait until he shows signs again then take him back out, still refuses to go outside. I have cleaned the "accident areas" in the house with Natures Miracle so there is no scent to draw him. When he's outside all he wants to do is chew on everything in site instead of do his business. I have tried using a squirt bottle & pennies in a can to deter this behavior to no avail. Also, even though I get up at least 2-3 times during the night to take him out he will pee in his cage. His cage is dry when I take him out, he refuses to go, I take him back in wait 15-30 minutes and he has peed in his cage. I thought dogs didn't like to go in their "den". I have a divider in the cage to make it as small an area as possible so he wont soil his sleeping area. Any adice? I don't know what I am doing wrong. I am at my wits end. Never had these problems with other puppies in the past.
